Organizing a six-day festival in Arroios requires a payment of 4,234.28 euros in fees, licenses, and mandatory services alone.
The data survey, conducted by the Divergente project, reveals that the largest expense in legalizing the festival is policing, with the Municipal Police service costing the organization 1,097.18 euros.
The burden of noise and copyright
The fixed bill is split among various entities before the venue is set up:
- The issuance of the noise permit by the Lisbon City Council (CML) requires a payment of 843.03 euros;
- The musical aspect of the event requires payment to two different institutions: the use of recorded music entails a payment of 736.57 euros to Audiogest, to which is added 489.00 euros in copyright fees paid to the Portuguese Society of Authors (SPA);
- Infrastructure and risk mitigation represent another significant portion of the budget;
- The rental of portable toilets totals 564.80 euros;
- The mandatory insurance for holding the festival is set at 360.53 euros.
Changes to public roads and variable costs
The event’s impact on local traffic also has a set cost. The closure of affected streets incurs a fee of 121.15 euros charged by the municipality, which also requires a prior opinion from the PSP, costing 22.02 euros.
The 4,234.28 euros reflect only the fixed bureaucratic costs. Organizers must also cover variable but mandatory expenses, which include the preparation of a Safety Plan approved by the fire department, as well as fees owed to the Parish Council for the use of public space and the acquisition of the corresponding sales license.
