At the end of July, the Lisbon City Council (CML) gave the green light to one of the largest private projects to emerge in the capital over the past two decades.
Located in Marvila, the approval of the new Lot A development by the Matinha Implementation Unit will radically transform the eastern waterfront, bringing 771 new homes to the market .
The end of the overpass and the direct connection to Expo
The big news about this project isn’t just the residential real estate figures. If you travel daily through eastern Lisbon, the landscape and transportation will undergo a drastic change, with the current overpass on Avenida Marechal Gomes da Costa being removed. In its place, a new road corridor will be built , featuring a roundabout that will serve as a direct extension of Alameda dos Oceanos.
The goal of the local government and the developers is clear: to connect the parishes of Marvila and Parque das Nações, eliminating the old industrial barriers that, for decades, have cut off these neighborhoods from the Tagus River.
22 new lots: what’s in store for Matinha?
Approved in late July 2026, the project covers the land located between Avenida Marechal Gomes da Costa, Rua da Cintura do Porto de Lisboa, and Rua de Vale Formoso.
Led by developer VIC Properties—the same company responsible for developing the neighboring Prata Riverside Village— the project encompasses a total construction area of over 123,000 square meters.

Construction to begin in 2027
The implementation of the Matinha Detailed Plan is seen as one of the most significant private-sector developments since the historic 1998 World Expo, returning the former industrial area to the people of Lisbon.
Now that favorable opinions have been secured from the relevant external authorities, the process is moving forward to the demanding construction permitting phase. If the timeline proceeds as planned, construction equipment should begin work on-site as early as 2027.
At a time when pressure on housing in the capital’s center continues to dominate public debate, the addition of these more than seven hundred homes represents a crucial expansion of the city’s housing supply, definitively establishing the eastern zone as one of today’s most dynamic and sought-after areas.
