In May 2024, the mayor of Lisbon, Carlos Moedas, let slip his intention to allow all Navegante Pass holders to park their cars in dissuasive parking lots for free or at very low prices.
Well, from words to deeds, the mayor is inaugurating today, July 3, the city’s first Navegante Park, which will be located at the Military College and will have 415 seats.
To take advantage of this offer, pass holders just have to park and then travel on public transport or GIRA bicycles, which also are free for these users.
We also know that there are two other EMEL parking lots, in Ameixoeira and Avenida de Pádua, which will allow free parking for those who have the Navegante card.

What are deterrent parking lots?
According to Carlos Moedas, the Lisbon City Council will soon announce that all holders of the navegante pass will be able to access more parking spaces free of charge, a measure that aims to encourage the use of public transport in the city center and, consequently, reduce pollution in the capital.
These car parks are strategically located near public transport stops, such as train, metro or bus stations, and allow public transport users to park their vehicles next to these stations and travel by public transport, relieving traffic within the city.

Where are the free parking lots?
In addition to the Entrecampos park, Lisbon City Council is due to open two new deterrent parking lots later this year: one in Pontinha and the other in Telheiras.
They join the five existing parks, all of which are free of charge:
- Ameixoeira (489 seats): now available
- Telheiras West (155 seats)
- Telheiras Nascente (106 seats)
- Avenida de Pádua (248 seats): now available
- Military College (415 seats): now available
This is yet another step by the city council in its strategy to promote sustainable mobility in the capital, thus increasing the likelihood that more motorists will use these parks instead of going into the city center with their vehicles.

More measures on the way
In addition to the free bollards, the Lisbon City Council also has a mobility plan designed for the downtown Lisbon, which includes measures such as:
- introducing license plate cameras: to identify cars with exclusive access to certain areas, such as vehicles belonging to residents or workers;
- more cycle paths: in addition to the many that already exist, the municipality is building 19 new cycle paths, and correcting the mistakes of some.
