A 1.5 billion euro credit line is intended to support the construction and renovation of approximately 50,000 social housing units in Portugal. The measure was announced on September 7, 2026, by the Government and the European Investment Bank (EIB). According to the EIB’swebsite, the funding covers the entire territory of Portugal and includes an initial tranche of 500 million euros.
The agreement between the two parties is “intended to improve the quality, safety, and accessibility of social housing.” The housing units in question fall under the “1º Direito — Housing Access Support Program ,” managed by the Institute for Housing and Urban Rehabilitation (IHRU).

What types of housing does it aim to finance?
In this context, the goal is for these housing units to complement the initiatives funded by the Recovery and Resilience Plan (PRR). As such, this credit line is intended to enable municipalities to provide social solutions not covered by the PRR, although interest rates and repayment terms were not specified in the September announcement.
