In Lisbon, it is already prohibited to sell alcohol on the street: from Sunday to Thursday, between 11 p.m. and 8 a.m. the following day, and on Fridays, Saturdays, and the eve of public holidays, between midnight and 8 a.m. the following day.
This measure aims to combat nighttime noise and ensure residents’ rest.
In practice, what changes?

It is unacceptable to sell alcoholic beverages in establishments that are not intended for that purpose, at all hours of the day. And so we are going to change the rules.”
Carlos Moedas argues that excessive noise “compromises the health and quality of life” of Lisbon residents, and enforcement will be the responsibility of the Municipal Police, with fines of up to €1,000 for customers and €3,000 for establishments.
According to the proposal accessed by Agência Lusa:
- From Sunday to Thursday
- No selling on the street after 11 p.m.;
- Fridays, Saturdays, and days before holidays
- Selling after midnight is prohibited.
Also according to the approved document, there will be exceptions for:
- consumption inside and/or in seated areas of terraces licensed for this purpose , and only during opening hours;
- home delivery sales ;
- during the Lisbon Festivities.
These measures aim to reduce noise on public roads and, at the same time,avoid conflicts between nightlife establishments and the right to rest of residents in some of these neighborhoods in the capital.
