Visitors— tourists —and participants in major events in the Lisbon region will now have access to dedicated passes for the public transit network.
The Lisbon Metropolitan Council (TML) unanimously approved, with the support of all 18 municipalities, the creation of short-term “Navegante” passes, priced between 15 and 37.50 euros.
The goal is to position buses, trains, and the metro as the natural gateway for visitors to Greater Lisbon, directing the flow of visitors toward public transportation.
The new Navegante passes: number of days and prices

The new range of temporary tickets includes four options tailored to different lengths of stay:
- Navegante 1-day pass: 15 euros
- 3-day Navegante: 27 euros
- 5-day Navegante: 37.50 euros
- Navegante Events: variable duration and cost, determined based on the number of consecutive days for each specific event, such as music festivals or conferences
Passes specifically designed for remote workers— who only commute to the office for part of the month —remain excluded. For now, no solution has been found to benefit workers who only need to go to the workplace once or twice a week.
Although the prices and structure have already been set, the Lisbon Metropolitan Area (AML) notes thatthe official launch date has not yet been determined.
Geographic coverage across 18 municipalities

The new passes will be valid on all public transportation in the 18 municipalities that make up the Lisbon Metropolitan Area (AML): Alcochete, Almada, Amadora, Barreiro, Cascais, Lisbon, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra, and Vila Franca de Xira.
In practice, visitors will be able to travel between downtown Lisbon, the historic districts of Sintra, the beaches, and other points of interest in Cascais or on the south bank of the Tagus River using the same ticket.
