The Lisbon City Council (CML) has just tightened the screws on TVDE vehicles, which provide services through Uber and Bolt, with the introduction of new measures governing their circulation in the city, including the establishment of “red zones.”
The agreement signed between the Lisbon City Council and representatives of these operators outlines four main pillars, namely:
- The creation of zones where it is prohibited to start or end trips
- Definition of specific areas for picking up and dropping off passengers
- Strengthening enforcement of the Highway Code
- A gradual transition to electric vehicles by 2030

To this end,“red zones” have been createdwhere TVDE vehicles cannot start or end trips, covering areas with high tourist traffic and bus corridors.
Among the affected areas are the central sections of Avenida da Liberdade, Avenida da República, Avenida D. João II, Avenida Padre Cruz, Rua de São Pedro de Alcântara, Rua do Ouro, and Rua de Belém.
And there are also “blue zones“
At the same time, “blue zones” will be created, a kind of pilot project that allows passengers to travel to predetermined locations where they can find TVDE vehicles.
Praça do Império, next to the Jerónimos Monastery, Oriente Station, and Campo das Cebolas are among the previously identified blue zones.
When will they take effect?
According to information from the Lisbon City Council (CML), some of the measures outlined in the agreement between the city and representatives of Uber and Bolt may take effect immediately through the platforms.
