Lisbon is experiencing a unique period of growth, and the Lisbon City Council (CML) is deeply involved in all these processes, especially those related to the housing “crisis” currently affecting the entire country.
Even before approving the latest zoning plan for the construction of a new real estate development in the Marvila area of Matinha on July 22 , a public tender for the construction of a municipal building with affordable rents on Rua do Jardim à Estrela was also unanimously approved .
Where will the new building be built?
The tender, which is another step toward alleviating housing pressure in the capital’s downtown area, aims to construct a municipal building focused on affordable housing, located in one of the city’s most attractive neighborhoods, near the Jardim and the Basílica da Estrela, about a two-minute walk away.
As part of the PIED—the Plan for Intervention in Dispersed Buildings, whose mission is to revitalize some “forgotten” spaces in Lisbon’s urban fabric—the project will occupy numbers 6, 8, and 10 on Rua do Jardim da Estrela, in a former building that had been vacant, rehabilitating it and making it habitable for 11 families or individuals.

Investment and timelines on the horizon
If you’re hoping to “apply” for one of these apartments, the municipality has already set a base budget of 1.41 million euros (plus 6% VAT), and the building is expected to be completed within 515 days.
